Financial Programs: Pollution Prevention Assistance Account
Progressive businesses play leadership roles in pollution control. These organizations use raw materials, water energy and other natural resources more efficiently, substitute less harmful substances for hazardous ones and eliminate toxic substances from their production processes.
Through the Pennsylvania Department of Environmental Protection's (DEP) Pollution Prevention Assistance Account, Catalyst Connection serves as a link for southwestern Pennsylvania's small- and medium-sized manufacturers who are looking to implement similar pollution prevention and energy-efficiency projects. Our advisors prepare companies for the fund's application process, offer education on the terms and conditions of the loan and review allowable uses of funds, including equipment purchases or process changes that meet the following goals:
- Reduction or reuse of raw materials on site in an effort to conserve energy and raw materials expenditures
- Reduction of the production of waste at the source in order to reduce waste disposal and handling costs
- Significant reductions of energy consumption that aim to lessen regulatory compliance and liability expenses
The Fund At A Glance
Eligibility - For-profit business enterprises with 100 or fewer employees
Loan Limit - Minimum loan of $100,000 or 75 percent of the total project costs, whichever is less
Fee - One percent application fee, $250 minimum
Collateral - All loans must be secured with a lien position on the asset being financed and the company guarantee. An additional personal guarantee may be required by the Department of Community and Economic Development (DCED).
Term - Up to 10 years or the life of the asset, whichever is less
Rate - Fixed at two percent.
Application Process - The following materials must be submitted for review:
- A determination of eligibility application, including general company information, a proposed project description and the projected financial and environmental benefits of the project, to the DEP
- Eligibility letter (received after approval from the DEP) to the DCED
- A financial application to the DCED
